The Kent subclass of the County-class heavy cruisers were built strictly to the 1922 Washington treaty which limited their displacement to 10,000 tons. They received upgrades prior to the outbreak of WW2, including a badly-needed 4.5" armored belt. Cumberland and Suffolk got an aircraft hangar in place of their aft superstructure, and their hulls were cut one deck lower aft of this to compensate for weight gain.
